Restricted Countries and Territories

The countries and territories where Magic Pay cannot issue or serve cards.

1. Scope and review

1.1 This document lists the countries and territories whose residents Magic Pay does not serve, and explains where the card can be used.

1.2 The list is reviewed at least once a quarter and whenever the FATF lists or the applicable sanctions lists are updated.

1.3 This document forms part of the AML/KYC Policy and the Terms of Use.

2. Restricted jurisdictions

2.1 We do not issue cards to, and do not serve, residents of the following jurisdictions — persons whose permanent place of residence is there.

2.2 Jurisdictions subject to a FATF call for action (as of 19 June 2026)

  • Democratic People’s Republic of Korea (DPRK)
  • Iran
  • Myanmar

2.3 Jurisdictions under increased FATF monitoring (as of 19 June 2026)

  • Angola
  • Bolivia
  • Bosnia and Herzegovina
  • Bulgaria
  • Cameroon
  • Côte d’Ivoire
  • Democratic Republic of the Congo
  • Haiti
  • Iraq
  • Kenya
  • Kuwait
  • Lao PDR
  • Lebanon
  • Monaco
  • Nepal
  • Papua New Guinea
  • South Sudan
  • Syria
  • Venezuela
  • Vietnam
  • Virgin Islands (UK)
  • Yemen

2.4 Territories under comprehensive sanctions

  • Crimea
  • Donetsk and Luhansk regions
  • Kherson and Zaporizhzhia regions (in the parts subject to sanctions restrictions)
  • Cuba

2.5 Other restricted jurisdictions

  • Russian Federation — at the request of the issuing partner

2.6 This list may be supplemented in line with the requirements of our licensed issuing partner and applicable sanctions regimes. The current list is shown in the app.

3. Additional issuing partner restrictions

3.1 The issuing partner and the card scheme may set their own restrictions, including temporary ones, on the countries where cards are issued, delivered or used.

3.2 The current list of countries available for registration is shown in the app when you sign up.

4. Where the card works

4.1 The card is accepted wherever cards of the card scheme are accepted: online and in person, in more than 200 countries and territories.

4.2 The card does not work in territories under sanctions where the card scheme does not operate, or in the blocked merchant categories listed in the Fee Schedule.

5. Physical card delivery

5.1 A physical card can be collected free of charge at the Magic Pay office in Dubai or delivered to another country for a separate fee under the Fee Schedule. Delivery takes 7–14 days; the card is handed to the cardholder in person.

5.2 The delivery method, the regions available for delivery and any identification required on receipt are shown in the app when you order the card.

6. Change of country status

6.1 If, after your card has been issued, your country of residence is added to this list, we will notify you and allow a period to withdraw the remaining balance. The length of this period is stated in the notice; the default period is 14 days.

6.2 After this period expires, the card is blocked. The remaining balance is returned in accordance with the Refund & Dispute Policy.
